Actual:

1. User goes to a completed pod details page in web console
2. No metrics are displayed because the pod is complete and the metrics are out of the current window
3. Clicking on the empty spot for "no metrics" does nothing

Expected:

1. Clicking on the empty spot with "no metrics" opens to the prometheus metrics page exactly like it does when there are metrics.

Otherwise the user has no way to view the historical metrics when they are outside the current window, which is especially annoying for restart-never pods.

This looks like Dev Console codebase issue.

Sorry, realized that it is pod details page issue.

This bug has been verified and fixed on payload 4.8.0-0.nightly-2021-04-19-121657

Verify Steps:
1. Goes to a completed pod details page in web console
2. Clicking on the empty spot for "no datapoints found'
3. Verify if user is able to open the Prometheus metrics page

Result:
3. User is able to link to metrics viewer even if graph is empty.
