When using DVR, qrouter namespaces are not populated with ARP entries from unbound VIPs unless the qrouter is running on the same node as the VIP. Related to https://bugzilla.redhat.com/show_bug.cgi?id=1818695.

Reproducer:

1. Enable DVR
2. Deploy OCP
3. Check API ARP entry on qrouter namespaces

We have sos reports being generated from two compute nodes, one is hosting the effected master node and qrouter.

Environment is RHOSP13 Z13
