Description of problem:
Updates the `gather_job.go` so that it doesn't always require a --kubeconfig param, also adds the docs/gather-job.yaml which is a one off job to run a single gather.

Provisioned cluster-bot `launch 4.8.0-0.ci-2021-04-15-093535 gcp`

changed image in the job in docs to the default image in IO deployment
