Description of problem: Checking changelog in subscription-manager rpm returns changelog messages twice for latest fixes

Steps to Reproduce:
[root@hpe-dl380pgen8-02-vm-5 ~]# rpm -qa  --changelog subscription-manager | grep 1636950 
- 1636950: make value possibly plural for addons in syspurpose man page
- 1636950: make value possibly plural for addons in syspurpose man page
[root@hpe-dl380pgen8-02-vm-5 ~]# 

[root@hpe-dl380pgen8-02-vm-5 ~]# rpm -qa  --changelog subscription-manager | grep 1927245
- 1927245: Mark several dir as part of RPM (jhnidek)
- 1927245: Mark several dir as part of RPM (jhnidek)
[root@hpe-dl380pgen8-02-vm-5 ~]#

Actual results: Multiple entry for same changelog returned


Expected results: changelog should be reported once

Well, even worse in case of other bugs, like 1944093 (mentioned 26 times (!)). It seems to me that whatever is filling the RPM %changelog based on the git history (tito?) is trying to make sure every commit has an associated bug, which is not the case (translation updates are the most prominent example of this).

# rpm -qa  --changelog subscription-manager | grep 1636950 
- 1636950: modify description in the man page for syspurpose for the generic
- 1636950: make value possibly plural for addons in syspurpose man page
- 1636950: make value possibly plural for addons in syspurpose man page

# rpm -qa  --changelog subscription-manager | grep 1927245
- 1927245: Mark several dir as part of RPM (jhnidek)
