Description of problem:[cephadm] 5.0 - Ceph orch upgrade status completes without a proper message in the status command

ceph version 16.2.0-10.el8cp (e84b678f68605de54156f957685d0b7fee77ddf8) pacific (stable)


How reproducible:


Steps to Reproduce:
1. Perform build upgrade to latest version 
using "ceph orch upgrade start --image <image name>
2. Check ceph orch upgrade status
3. We see upgrade completes and ceph orch ls and ps display with new Image ids but ceph orch upgrade status command do not display the message for upgrade successful

Actual output:
We are seeing message attribute empty




Expected results: We should see proper message when upgrade is successful without any errors

The upgrade is done, if the progress in `ceph -s` is gone. If we need more, this is an RFE.

Closing this bug as it has been open for more than 2 years without any significant updates for the last couple of months. Please reopen if you think this bug is still relevant and needs to be addressed in an upcoming release
