Description of problem:
Adding a gateway to a network then removing the gateway results in the host not being able to sync the network. This reports an error "Host's Network configurations differ from DC" with the IPV4 address of the gateway listed.

How reproducible:

Every time

Steps to Reproduce:
1.Add a gateway to an existing network and sync the hosts
2.Remove the gateway and sync the hosts

Actual results:
Fails to sync hosts

Expected results:
Should sync hosts with the gateway address removed.

This bug has failed QA as it is reproduced on vdsm-4.40.60.4-1.el8ev.x86_64 and rhvm-4.4.6.5-447.gd80dda7.9.el8ev.noarch

Errata moved it to ON_QA but the release containing fix is vdsm-4.40.60.5, sorry for the noise.

Verified on - vdsm-4.40.60.5-1.el8ev.x86_64 and rhvm-4.4.6.5-447.gd80dda7.9.el8ev.noarch
