RHEL 8 currently offers the Facebook online account provider in Settings -> Online Accounts.  However, GNOME's Facebook integration has been broken for a while because of changes in Facebook's terms of service, and the online APIs used by GNOME (through the gfbgraph library).

The online application that uses the Facebook account in RHEL 8 is GNOME Photos - to browse the user's Facebook photos.

( There's also GNOME Maps, but it's not in RHEL 8, so it doesn't matter. )

We should disable the Facebook provider to not ship something that doesn't work.

Note that the Facebook provider was absent from RHEL 7, and we haven't seen any Facebook bugs on RHEL 8. So it's safe to say that there aren't any users of this feature.
