Description of problem:
Some touchpads (e.g. in Bug 1944435) are confused about whether they're clickpads or not. upstream libinput 1.17 has a quirk for those to correct the clickpad detection, we need to backport that.

How reproducible:
See Bug 1944435 - this particular device is a Dell Precision 7550.
