Description of problem:


As we plan to deprecate teaming on RHEL9 and ask customers to move to bonding.
We need to fix the feature gaps between bonding and teaming. This bug is intend to add teaming feature 'link_watch.missed_max' for bonding.

link_watch.missed_max (int): Maximum number of missed ARP replies. If this number is exceeded, link is reported as down. Default: 3

There are 109 use case, looks some user like it

Not yet implemented in 9-Beta.

I tested this bz using above MR kernel, arp_missed_max option works.

Regression test passed, the failure is because a case problem, I have fixed it: https://beaker.engineering.redhat.com/recipes/12051200#tasks
