Description of problem:
Add ssh key in one template and create a VM, then go to another template and create a VM by using the remembered key, the VM cannot be started up. It seems a new secrets is needing to be created but not.

2. Go to another template, create a VM.
3. It use the previous key by default.
4. Check VM status.

VM cannot be started up.
