Cause: The role was using the "file" lookup to read the preshared key, which does not work with binary files. Consequence: The role is unable to work with binary preshared keys. Fix: Use a method to read the preshared key file that works with binary files. Result: The role is able to work with binary and text preshared key files.

Description of problem:
The role cannot use a preshared key in binary format.  It will either not work, or the role will emit error messages when it tries to use the key.
