Description of problem:
UEFI nodes are booting to grub> with generated overcloud-uefi images.  After investigation, it looks like is missing /boot/efi/EFI/redhat/grub.cfg after the image is written.  I've compared with our official overcloud-full image and that file is not there either so it looks like grub2-mkconfig is not being run in this deployment or it writes it to the wrong location (ie /boot/efi) is not mounted as vfat when we run the grub2-mkconfig.

According to our records, this should be resolved by diskimage-builder-3.0.1-0.20200609103442.68017d0.el8ost.  This build is available now.
