kube-storage-version-migrator has no priorityClassName set, but should as operand in openshift-* namespace.

Verified in latest 4.8.0-0.nightly-2021-04-28-005607 env:
$ oc get po -n openshift-kube-storage-version-migrator -o yaml | grep priorityClassName
    priorityClassName: system-cluster-critical
