When building the ironic container image we create an ESP partition image that contains the EFI bootloaders.

Those bootloaders have recently grown in size causing the build to fail with the message:
INFO - Disk full

As a solution, we just need to increase the size of the ESP image from the current 3MB to at least 5MB
