openstack-cinder-csi-driver-controller-metrics throws an alert that causes all parallel and serial 4.8 CI jobs to fails:

alert TargetDown fired for 1462 seconds with labels: {job="openstack-cinder-csi-driver-controller-metrics", namespace="openshift-cluster-csi-drivers", service="openstack-cinder-csi-driver-controller-metrics", severity="warning"}

Seems to have been caused by https://github.com/openshift/openstack-cinder-csi-driver-operator/pull/34.

Updated the subject to mention the specific alert being tracked by this bug, so that folks seeing the same test-case failing because of other alerts won't be distracted.
