Description of problem:

The current default value for the time interval between precopies for warm migration is 60 minutes. This default value can be changed by editing the vm-import-controller-config config map through API.

It would be great if this time interval could be configured through MTV UI.

1. edit the config map:
   oc -n openshift-cnv edit cm vm-import-controller-config
Add
   data:
     warmImport.intervalMinutes: "15"

We're too late to add this feature to 2.1.0, as it would require designing a "Settings" dialog.
In MTV 2.2.0, we should get rid of VMIO and this interval will be set in a different place, so let's do it for 2.2.0.

@fdupont since this missed the feature freeze cutoff and was blocked by the backend until today, can we move it to 2.3? It also still needs design work, it seems this one slipped through the cracks. Sorry about that.
