Description of problem:
pmix-devel is not available in AppStream or CRB/PowerTools. In CentOS Stream 8 it is available in CRB/PowerTools.

How reproducible:
Always.

Steps to Reproduce:
1. repoquery -q --nvr pmix-devel

Actual results:
No output.

Expected results:
pmix-devel-3.2.3-2.el9
