The system-upgrade plug-in has moved twice, it is currently in rpm-software-management/dnf-plugins-core. So the URL https://bugzilla.redhat.com/buglist.cgi?product=Fedora&component=dnf-plugins-core&resolution=--- would show bugs for all dnf plug-ins now in this repo; but not just system-upgrade, also dnf builddep, dnf copr, etc. So the doc explains what to look for, e.g. . Search _Bugzilla for an existing bug report_ filed against the system-upgrade plug-in.
