In http_filters:ap_http_header_filter, 304 responses get special treatment, in that they're sent with only a fixed set of headers (if present):

Due to this we are unable to use CORS.

This has been fixed on latest apache (2.4.47) :
https://downloads.apache.org/httpd/Announcement2.4.html

Are you planning to fix this bug, it became quite a big problem since Chrome and other browsers are starting to have stricter rules concerning CORS usage ?
