Description of problem:
systemd-boot didn't get any significant use in previous RHEL releases. As there seems to be no interest from customers we don't want to ship it in RHEL-9.

systemd-248-2.el9

How reproducible:
always

Steps to Reproduce:
1. Install all sub-packages (yum install 'systemd*')

Actual results:
systemd-boot and bootctl and installed

Expected results:
systemd-boot and bootctl are not present

Additional info:
Don't building systemd-boot and bootctl will help us reduce build dependencies. We will be able to remove build dependency on gnu-efi package.
