Description of problem:
Currently gcp-vpc-move-vip doesnt retry a request if it fails, making the agent fail if only 1 request has failed.

How reproducible:
100%

Steps to Reproduce:
1. Test agent until at least 1 API request fails, which causes the agent to fail.

Actual results:
Fails.

Expected results:
Retries and doesnt fail unless it exceeds max nr of failed requests.
