Description of problem:
The comand description of 
>> ceph orch osd rm stop 
is not correct in 
>> ceph orch osd rm --help

Users needs to be informed in help message that orch rm stop is to stop the OSD removal from the queue

ceph version 16.2.0-33.el8cp

Steps to Reproduce:
1. Deploy a cluster and check ceph orch osd rm --help 


Actual results:
# ceph orch osd rm stop --help|tail -n 3
 Monitor commands: 
 =================
orch osd rm stop <svc_id>...                                                                              Remove OSD services



Expected results:
help message should convey the correct information in help message

https://github.com/ceph/ceph/pull/41250 would solve the issue.
