The github issue points only to a exif (command line tool) commit.  How is libexif (the library) affected, and if so, where is its relevant change?

There already is the corresponding bug https://bugzilla.redhat.com/show_bug.cgi?id=1958808 for the "exif" component.

AFAICT, this bug can therefore be closed NOTABUG.
