When trying to deploy the descheduler-operator from code, the clusterrole is missing permissions for "monitoring.coreos.com" and "rbac.authorization.k8s.io", which were added to the main CSV in https://github.com/openshift/cluster-kube-descheduler-operator/commit/1a022bab559d982c238aee17d78bf555dd9bcc55
