The driver-toolkit should be shipped as part of the release payload, however the necessary label 

`LABEL io.openshift.release.operator=true`

is missing from the Dockerfile.

ART is able to patch this label in on their side, but in order for the driver-toolkit to also be a part of the ci release images, this fix needs to be added and back-ported.

Fix verified on build: 4.7.11-x86_64



1. Go to the openshift release nightly build page for this recent nightly build, and click "Download the installer" then click "release.txt."

2. Search for "driver-toolkit" and pull the corresponding image to your dev machine.
podman pull quay.io/openshift-release-dev/<corresponding_image_to_your_dev_machine>

3. Check that it has the kernel packages installed.
podman run quay.io/openshift-release-dev/<corresponding_image_to_your_dev_machine> yum list installed | grep kernel

Spoke to the dev and verified the fix on the 4.7.0-0.ci-2021-05-15-233927 build.
