I think the basic fix should just remove RemainAfterExit=yes from the unit. It would then check condition of in unbound-keygen.service and run only if files mentioned by condition are missing. It can cause very small delay, but compared to already present action in unbound-anchor it would be very minimal.

Fixed already in Fedora. Seems just removal of RemainAfterExit=yes from unbound-keygen.service is all required.
