It looks like (not proved) that 4.7 rebase disabled the sysctl node tests (Feature:Sysctl). These were marked conformance in 1.21/4.8, and must pass before we can submit k8s results for 4.8.

https://github.com/openshift/kubernetes/pull/741 tests 4.8 with them enabled.

Additional details will be provided depending on result.
