Using pre-4.8 installer.

Platform:

Happens on baremetal UPI with the bootstrap-in-place mode.

What happened?

Bootstrap gather gets into an infinite loop and produces a lot of sub-directories. For example:

What did you expect to happen?

Saving data about one control-plane by having a base case to terminate the loop.

How to reproduce it (as minimally and precisely as possible)?

Issue is highly reproducable on the live-iso build mentioned above.
