Let's update perftest to latest upstream release for RHEL-8.5.

Increase perftest package major version
Additional version increase
Used sleep() instead of alarm() in --run_infinitely mode
Check PCIe relaxed ordering compliant

Verification has been done as part of RHEL8.5 CTC#1 test cycle for RDMA.

2. test HCAs

MLX4 IB, MLX4 ROCE, MLX5 IB, MLX5 ROCE, BNXT ROCE, QEDR IW, CXGB4 IW, HFI OPA

3. Result

Other than QEDR IW, due to Red Hatbz1963070, all perftest testcases passed for the above HCA hosts.
