Bug 1952930 comment 4 reports that this failure also happens during our builds, so this seems to block development. Hopefully this is actually the referenced upstream bug, and the fix can be backported.

Apparently this only affects diagnostics, so it doesn't matter unless there are other problems with the link. Still I think we should fix this eventually.
