Description of problem:

Upstream in 16.2, we have merged a change that makes the ipa registration role not depend on having a value for ansible_fqdn, relying on slurping the ipa default.conf instead.  We should backport this change, as it more robust - and less likely to break in future.  And it will make 16.1 consistent with 16.2 and upstream train.

The Fixed in version package - ansible-tripleo-ipa-0.2.1-1.20210517193306.3bb3c53.el8ost - contains the desired backported change.
