The Url which is used to fetch oidc provider cert is specific to Keycloak, which prevents integration with other OIDC providers.

How reproducible:
Always

Steps to Reproduce:
1. Create an OIDC provider in RGW with the Url of an OIDC Provider other than Keycloak
2. Use an Access Token generated by the IDP to invoke AssumeRoleWithWebIdentity


Actual results:
Results in failure, logs show that the certs URL is incorrect.

Expected results:
Certs should be fetched.
