Description of problem + Expected results:
IMHO only /sbin/mcstransd depends on /var/run/setrans, but why is /var/run/
setrans packaged within the libselinux package? Please move /var/run/setrans 
into mcstrans package...

The idea is to be able to replace mcstransd with other packages.  So if you have
a government translationm scheme, say the mitre library, you replace mcstransd
with this package and communicat with libselinux through /var/run/setrans.
