+++ This bug was initially created as a clone of Bug #1959597 +++

We would like to support ovsdb column diffs in 4.8, but we can't turn them on until the entire cluster supports them.

Thus, we need to bump 4.7 to a version that understands column diffs, then enable them in 4.8.
