DFG:HardProv and DFG:DF are proposing that for 17.0, whole-disk images be used as the default documented image to deploy instead of the existing overcloud-full.qcow2 partition image.

As part of this work, DFG:PCD will need to build/package/publish overcloud-hardened-uefi-full.qcow2 wherever overcloud-full.qcow2 is published.

For the duration of the transition both overcloud images can be published, and then it can be decided whether to drop overcloud-full totally.
