Description of problem:
When rebooting to apply an offline update, you are taken to the GRUB screen and asked to select a kernel before the offline update gets applied.


How reproducible:
100% reproducible.


Steps to Reproduce:
1. Initiate an offline update in KDE's Discover software center app
2. Reboot


Actual results:
You are taken to the GRUB screen and asked to select a kernel. Once you do, the update is applied.


Expected results:
The update is applied without the user needing to select a kernel. The GRUB screen would only be shown when booting into an interactive environment, not the offline update environment.

This message is a reminder that Fedora Linux 34 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 34 on 2022-06-07.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '34'.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
