Description of problem:
On RHEL 8.3, if I change my keyboard layout, plasmashell ignores the change although other programs use the new layout. For example, if I open the KDE menu in the lower left corner and type in the search bar, even though my layout is set to US (Dvorak) the keys pressed will enter as though the layout is set to US (standard). This occurs even though the default layout is set to Dvorak, and even happens if I remove the standard US layout altogether through KDE system settings.

Always

Steps to Reproduce:
1. Log in with a Plasma session, default keyboard layout set to Dvorak
2. Open the KDE menu
3. Type in the search bar

Actual results:
The US standard layout is used

Expected results:
The current layout is used

Additional info:
If I restart plasmashell via `plasmashell --replace`, the current keyboard layout is used properly.
