Description of problem:
OSP16.2 openstack router add subnet - fails with: 504 Gateway Time-out

How reproducible:
100%

Steps to Reproduce:
1. create a router
2. create a network
3. create a subnet
4. try to add subnet to router (add_router_interface) fails

Actual results:
+ openstack router add subnet internal_net_ca19caa201_router internal_net_ca19caa201_subnet
HttpException: 500: Server Error for url: http://10.0.0.102:9696/v2.0/routers/250dcf71-3110-4ef5-9349-b47a43de6e78/add_router_interface, Request Failed: internal server error while processing your request.

Verified , the issues reported here are solved by the fix proposed.
Tested via the a boot vm script. and cuncurent controller reboots
