Description of problem:
oci-seccomp-bpf-hook package started to fail to build due to:
package bcc-devel-0.19.0-2.el8.x86_64 requires libbcc.so.0()(64bit), but none of the providers can be installed

Looks like llvm has been rebased and bcc need to be rebuilt.

oci-seccomp-bpf-hook builds fine after the rebuild.

This happens again breaking container-tools build: http://download.eng.bos.redhat.com/brewroot/work/tasks/1498/37331498/root.log

Maybe dependencies should be amended so that there is never a broken buildroot? Always build via chain-build so that this can never happen? Please feel free to reassign to anybody breaking the buildroot by this (llvm?) if needed.
