Description of problem:
When trying to install descheduler on 4.7 cluster it fails with error one or more requirements could not be found

Verified bug with the payload below and i see that i could able to install descheduler successfully.

[knarra@knarra ~]$ oc get csv

Based on the above moving bug to verified state.
