panko, python-pankoclient and puppet-panko have been removed from upstream.

Panko has been deprecated since osp 12, it is gone from tht since ussuri timeframe.

We need to make sure to create a release note.

removal of packages completed, we can either add doc notes and we can add to advisory or close next release

@mrunge is there another issue that tracks disabling or any other upgrade procedure stuff going in OSP17.1 when upgrading from 16.2?

For upgrades, we have to check if panko is removed from 16.x deployments and if the user is removed. That is tracked in https://bugzilla.redhat.com/show_bug.cgi?id=2066866
