Description of problem:

gstreamer1-vaapi is not (yet) available in EPEL-8.  can this package be added?

It probably needs to be tested before. For info, which vaapi backend do you have ? (and which hw revision ?) also wayland or Xorg ?
Best is probably to use intel_gpu_top to report usage of the video engine.

Can you try this scratch build ?
