Must gather skips ceph collection even when storagecluster exists.

Steps to Reproduce:
1. install OCS
2. run must gather
3. check the logging message that comes on terminal


Actual results:
the collection ends with the message even when the storagecluster is present
Skipping the ceph collection as External Storage is enabled

Expected results:
the collection should not skip when storagecluster is present.
