Product deadlines often conflict with upstream deadlines.

Details:

Z-stream build deadlines often fall the same week as an upstream milestone.

Comment:

Team has to split context between 2 releases of OpenStack that are several releases apart. Teams have to balance completing upstream work with downstream.
