According to https://docs.google.com/presentation/d/1gaAva3D_tsjTCSZ8znpC26-9n0JZAFVS7GbbNl86hrA/edit#slide=id.ga183d3c932_0_0 this add-on is not part of RHEL8 nor RHEL7. pls update the docs accordingly.

The RHEL 8 version of the document has been published with an updated description and no longer refers to the "Load Balancer Add-On" -- instead it refers to HAProxy which is the software we now encourage.
