Description of problem:
Since there are issues with RGW+NFS upgraded from RHCS 4.x to RHCS 5.x which are planned to be fixed in 5.1 , ceph-ansible need to block users from upgrading cluster to 5.0 if cluster has nfs+rgw running with the cluster.

Steps to Reproduce:
1. Configure RHCS 4.x cluster with NFS+RGW configured
2. Try to upgrade clusters to RHCS 5.x

Actual results:
ceph-ansible allows upgrade of cluster with NFS+RGW configured

Expected results:
ceph-ansible to block cluster upgrade from RHCS 4.x to RHCS 5.x if cluster has running NFS+RGW running with it

ceph-ansible is blocking upgrade of cluster having nfs+RGW -
