Description of problem:

We see issue where "oc adm migrate image-reference --include=daemonset" doesn't work even showing output that SDN and OVS DS was migrated.

I need to put hands on a 3.11 binary and 3.11 cluster, hoping to get to it sometime later this week and check what's wrong. From what I was looking at code it all looked correct to me.
