Description of problem:
Trying to install mandoc-1.14.5-13.el7.x86_64 on a CentOS 7 system where the man-pages package is already installed gives us the following error:

Transaction check error:
  file /usr/share/man/man7/mdoc.7.gz from install of mandoc-1.14.5-13.el7.x86_64 conflicts with file from package man-pages-3.53-5.el7.noarch

mandoc-1.14.5-13.el7.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Start on a CentOS 7 VM (not container)
2. yum install -y man-pages
3. yum install -y epel-release
4. yum install -y mandoc

Actual results:
Installation fails with a file conflict

Expected results:
Installation should succeed

Additional info:
I think the issue could have been re-introduced by [1]. There was a previous bz with the same subject [2].
