we run the orphan cleanup to delete old units (that pulp has deleted) as part of orphan cleanup on 6.9

We also run it as part of the content switchover command.  When running content prepare however it does not get run.

This can give the impression to the user that there is missing/corrupt content when there isn't actually any, although this would only happen if they are running content prepare after upgrading to 6.9, but before the weekly orphan cleanup job has run (or if they've disabled it).

steps to reproduce:

1.  Install satellite 6.8
2.  Create and sync a repo to populate it with content (RH or custom)
3.  Delete the repoo
4.  run:  foreman-rake katello:delete_orphaned_content  
5.  wait ~5 minutes for it to complete, you can check the created task in the UI under Monitor > tasks 
6.  upgrade to 6.9
7.  Run 'foreman-maintain content prepare'
