Steps to Reproduce:
1.Open admin console->open Dev console mode->go to monitoring
2.Choose project openshift-apiserver
3.Click tab Dashboards
4.Set time range as 9:00 to 11:00, all dashboards display data with time range from 9:18 to 11:18
